Smart Gardening is an easy way to get a really great looking yard while using less water, energy and wasting fewer resources. The Smart Gardening Program was started in 1994 by Los Angeles County to help meet the State's mandate of diverting waste from landfills and is operated by Department of Public Works Environmental Programs Division. It is a free program offered throughout Los Angeles County. Many of the Smart Gardening Centers are located at beautiful County Park Facilities.
