Her "father" was an Ancient scientist who made her to be his "daughter". This is why she acts so childish, as he made her to be infantile. The technology used to create her was so advanced, but so advanced, that not even the Asgard could understand it. Ot to quote Sam Carter "This stuff is just so over my head that I can't understand it."
