Those students are issued visas because they have no background with links or ties to islamic extremists groups. So when their name is fed into the FBI and CIAs terrorist database a warning doesn't appear cause they haven't been flagged. If the US denies them a student study abroad because they are Muslim and come from a nation such as Saudi Arabia, Pakistan or Yemen ts then that agency or person is then brought up for prosecution for racial profiling and discrimination.
