A Muslim girl may put nail polish on as long as she takes it off before she does ablution (wuduu) for prayer. Also, she may put nail polish on while she is on her cycle because she is then exempt from prayer, however, she must remove it before taking the purification from the impurity (najas) shower. Nail polish provides a barrier to the water that is supposed to purify one's body during ablution, therefore it must be removed in order for the purification to be valid. I should
