According to FDA, CE and many other regulatory bodies plus numerous medical research projects, normal lasers with 5mW or less cannot cause eye injuries.
Lasers with up to 10mW are considered safe.
If your 1mW laser injured you and your cats eyes, the laser is faulty.
Regardless common sense ditactes that you never point a laser at your or any one elses eyes no matter how powerful the laser is.

i do this with my mother's dogs too. one dog knows what is making that dot on the wall. she even knows whats ganna happen before i push the button. sometimes i tease the dog just by picking up a pen.

@waffleztime13 No. If you use a 5-10mW laser, it will not burn and there is no danger. Still a good habit not to shine the laser at the cat or dogs head to avoid their eyes.

@evanroskin The 405nm lasers are violet that will fluoresce when it is reflected of certain materials. In this case, cats fur.
