It's simply to bring the Armenians and Azeri with it's (ETHNICAL DIVERSE) populations to simple hate Armenians and Artsakhs existence. So, if it's genocide like you say, then that's all the more guilt to France who prepared the revengeful attacks against Armenians perhaps a bit similar to what they'd later do in Rwanda. It's like a French tradition, starting with the Copts of Egypt and the fanatic suppression of the various native minorities in their country. They only care about Kurds and Armenians because that preserves their colonial influence.
