There are still parties if you know where to look. Seeing how shit Goa has become, ravers have gone to other parts of India like Pondicherry and Shiva Valley (on the andhra pradesh-karnataka border).
I'm quite sure there are still good parties happening in the south, where it is quieter.

There are absolutely no parties in Goa anymore! Everything must be closed at 10pm, even restaurants. No loud music is allowed after 10pm! This is because of some rape cases and the murder of a young girl last year, which were blamed on the party scene. The terrorist attacks on Mumbai have made things even worse. Armed police guard the beaches. You'll have to go elsewhere to party. I go to Thailand.
