10:10 great question, and I'm not sure the answer was convincing. The fact is that the oral tradition of the authors of the Y'rushalmi is cut off. The rabbis of Israel along with their students are, unfortunately, no longer with us, and so there is no one to carry on their tora.
To follow the rules in the Y'rushalmi simply by reading the text is to artificially resuscitate that tradition, and I'm very skeptical that is viable given the facts the person who asked the question raised.
