It a political spoof which starts with the four Presidents on the hot seat in an interview, and then the scene shifts to four friends at a suburban party, four gang members on an inner city street corner, and four kids playing and arguing in a sandbox -- where things similarly heat up until help comes to stop the fight. It was great and the guy playing Bill Clinton was awesome and the closest to looking like a President. I wish him all the best of luck. The video was interesting too and finally the kind of parallel that was drawn to the kids was hilarious.
