With sidewalk closures, unless we shut a sidewalk at a blockend, or provide necessary signage at signalized crossings, pedestrians will walk in the street to overcome closures, even with the threat of oncoming vehicular traffic.

In NYC, the solution is build a divided pathway into the roadway to accommodate people walking. In Portland and Philadelphia, no measure beyond signage at the point of closure is required.

Sidewalk closures are absolutely necessary, how we implement a detour can make a big difference.
