EXPLANATORY NOTE

The easiest way to understand everything the Justice and Unity Coalition (JUC or J&U) does is to assume their goal is to destabilize the Foundation (The Pacifica Foundation, Inc., which includes five radio stations: KPFA in Berkeley, KPFK in Los Angeles, KPFT in Houston, Texas, WPFW in Washington, D.C., and WBAI in New York) to the point where one or more frequencies are sold off. This will give them the working capital to buy lower-cost stations where they can continue their repetitive, audience-free, Afrocentric programming as well as total control of everything that goes on in Pacifica for their own ends and ONLY for their own ends.

They claim that it is the Independents who want to destabilize the Foundation, who are neoliberals who want to make Pacifica into "NPR lite," and that we are not progressive people. All of which is impossible. Alex Steinberg considers himself a Communist (as do J&U's Vajra Kilgour, Sara Founders, and many others), Mitchel Cohen calls himself a "Zen Marxist," and the rest are the most progressive people imaginable.

Public meeting to adjourn no later than 9:15 pm

1. Approval of Agenda 0100, 15 min - John Brinkley (JB) add after Item 8 that committee meetings be open, 8A - Title will be Committee Structuring -

Nia Bediako (NB) - 3A acknowledgements, 2 min.

Bob Lederer (BL) - No. 1 combines two things, other should really go at the end - Mitchel Cohen (MC), Chair - Any motion can be made at any time provided it's relevant to the item being discussed - MC takes vote on pending amendments to the agenda - Committee Structuring as 8A passes without objection (W/O) - 3A on Acknowledgements passes W/O -

MC Motion to Reduce Time for Agenda Discussion will go to? - R. Paul Martin (RM) Point of Order (POO), this motion requires previous notice and a 2/3 vote - MC OK we will make notice now for next meeting -

BL Another carryover remind MC once again, should automatically be part of next agenda - Motion about Programming, 10 min, make it 9A - MC I ask people to send to the list (WBAI-LSB-PUBLIC@Yahoogroups.Com) because I don't have revisions here - BL But one of roles of Chair is keep those notes - OK

Bernard White (BW), fired former Program Director - Some brief discussion about what constitutes proper notification for meetings 0949 - MC That's sortof No. 7, wanna add that there? - AF 7A? - AS (Alex Steinberg, also a Director) I object to that discussion - MC Takes a vote, Passes 8-4 - Vote on 9A? AS Object - NB Double standard that National Board (PNB or Pacifica National Board) carries over and we don't - JB True or not true that agenda item not done is carried over? - MC No, that's why we vote! - Anyone hasn't spoken yet? - CB Reasons for objection? - AS Open-ended topic, weeks to discuss, seems frivolous to me - James Ross (JR, Secretary) Can't we just move to a vote on this? - JB So we'll never discuss it? - Janet Coleman (JC, former Arts Director) Wanna fill in a little bit? MC Not obligated Andrea Fishman (AF) But he wants to - BL This issue has been on agendas ever since the December meeting, reactingto the November 15th program changes without due process - I'm amazed Board would not discuss fundamental program issues, mandated under Bylaws 1507 -
