They might be old, dead beans - or perhaps you didn't rinse them often enough?

Yes, you can use brown or Du Puy lentils (but not red lentils, which usually don't have their hull).
If they don't sprout easily, it's probably a problem of quality - try to find organic lentils from a supplier with a good turnover - they become less viable with age.

Rinsing means exactly as you said - fill with water, pour out again and leave upside down
