Arbour's conduct does not surprise me...she issued the indictments against Milosevic and the Yugoslav leadership in late May 1999 when it looked like a military deadlock was prevailing in Kosovo....She did this to aid NATO by giving them a political boost (Yugoslavia was now a outlaw state)...she is not interested in western unleashed bloodbaths...she works for pro Western NGO's like the ICG closely connected to western governments.
