according to what many are now saying there were a number of shots fired, so only the police and raoul know what actually happened, it was wrong what he did but i also agree with theincrediblespen, the gun probably did go off when he was tazered. but they will cover it up.

He was using shotgun cartridges that contained a single slug, not usual shot.

Police fired 2 tasers, one missed the other didn't get a hold and bounced off. Then Moat shot himself.
