Just because it says "no right turn" does not make it a good idea to ride in space where someone may turn right. It's the driver's legal fault, to be sure, but that doesn't help the pain or bring you back to life. There is no indication that the cyclist is even taking into account where he is relative to motorists who might be turning right.
