It's an ad for a store which sells toys.

"Jouets" means toys

"Aux Buttes Chaumont" is a famous place in Paris. Actually, this poster is a bit old because there is no more store there. Now it's a beautiful public garden.

So "aux buttes chaumont Jouets" means that a store in buttes chaumont sells toys.
