They have been building such emergency underground bunkers since WWII. Originally they were for fear of nuclear strikes.
Also one of the shots is of a Canadian defense control center. Guy clearly has a Canadian flag patch on the sleeve of a matt green jacket so that picture is from the 90s.

DUMBs exist and you are ignorant and uninformed should you choose to ignore this. Your government, DoD and parts of the military operate these facilities, many which are found under air force bases, under lockheed and similar complexes, and they are ALL OVER THE PLACE.
