They want to take the haste out of the pitstops to give the drivers time to do the belts up properly! Some have been killed because their belts were loose
Also there are only 2 airwrenches, I don't know about the number of people allowed to work on.
For bigger repairs you can push the car into the garage and have the whole team work on it.
