@brettwrb because the 2 milion that went into washington did not all come from the same area, and second of all those who chose to saty in neworleans did so under the assumption that they could ride out the huuricane, in which they were able to do, the real tragedy was not the huuricane, but the govenment blowing the leves causing the flood. theres your answer smartass.
