first cape you get i think is level 40. Only some people can get the level 1 cape and its not dropped in the game.

Cape is the reward from the level 50 destiny quest you get "from Conan himself", don't remember exact name/stats. Don't know 100% about ToS, as I've never played one, they seem to need more time and room to do AE leveling from what I've seen though, AEsnare, run, AEnuke and repeat - can't take as much of a beating as PoM.
