Wait a minute. This does not look or sound at all like the Beat the Odds I remember that ran from the late 60's to around 1970. The host was different and stood between the contestants. The contestants used a handheld button to stop the letters while different sound effects played. And Whammy was "Mr. Whammy" . He appeared as a cartoon shaped like a raindrop.
Fast paced games are fun because they rack your brain and are challenging. Adding luck to it is fun to because it brings alot of unpredictablity to the show. Beat The Odds seems to do that okay to the point where we have to catch our breath before each break. This game is an okay one but a little bland since the freezing doesn't make that much of the difference and the "odds" are not clear; we don't know the significance of the symbols other than the whammy making you lose everything.
Carruthers couldn't get the "whammy" out of his life. Here Whammy is in 1975, and later on in Press Your Luck.

The signaling button sounds like a wrong answer. A simple chime would've sufficed

This is a fascinating attempt to breathe life into a long-dead format (1961-63, 1968-69).
According to my research, this is Pilot #3 (taped January 9, 1975). From what I can tell, this is the last pilot done.

I forgot to mention that the letters spun around on 2 wheels, not electronically as seen here
