How do you beat MMX without dash boots? Aren't they unavoidable?

There's a password you can use to take them away. I used it, and voila, no dash boots.

what i do is use the buster, jump when he shoots regular, if his shots hit the floor shoot that shot and it is negated but still hits chill penguin, i dont think i ever used the fire powerup...
