4x3 is a super idea for a 10M+ gigacity with only one ringroad...
and money is no problem: politicians only has to redirect some fueltax from the social expenditures back to the roads...

politics ain't all about "that's better, so we should do that" as you have to consider finance and if the time/money is REALLY necessary to go all the way, or could be spent elsewhere too.

Too me, I live in the UK. The M25 should of had 8 lanes since it's been open. I do find it a joke that they are planning and building it now. France, Spain, Germany and even Holland Motorways and high speed trains systems are alot more better then the UK. We are over 35 years late.

The reason you put the lights on the verge is to fee up space in the centre to make a little more room to accommodate for the extra lanes, also its more dangerous to maintain centre lighting, on carriageway lighting you wont have to close off lanes to maintain them
