Yes the premium branches can be used one branch per arrangement and they are are wedding centerpiece quality. You can combine multiple branches per arrangement if you are wanting to do a fuller more dramatic look, but you can certainly use one branch for each centerpiece. That will still give you a nice dramatic piece for a standard 60" round table.

You do not need to have a special permit to sell in a store in S. Cal. At least not that I know of.
