First off the money being probable cause having drug residue on it would not have been enough for an investigation. Every denomination of the Dollar has drug residue on it. A fact proven by local and national press over and over since the 1980's. The trash being on private property does not mean it is abandoned. If it was on public property then it could be considered that. Courts have ruled that on private property it is not. This video is full of shit on that one.
@capie44 Property rights questions between the homeowner and the refuse collector is different than 4th Amendment protections against unreasonable searches. Anything left for trash collection is considered to no longer have "reasonable expectation of privacy" attached to it, thus permitting Law Enforcement to search trash. That's true in all 50 states regardless of any statute. It's constitutional case law.

However, most States have a statute that claims that once the garbage is placed to be picked up by the refuse department, that refuse automatically becomes property of the refuse department. That way, any valuable items (paintings, gems, collections, money, et.al.) shall be the corporations and not challengable in Court.
(This happened in the '50's when a guest on a local talk show admitted to finding a Rembrandt painting in the trash, and the trash company saw the show, sued, won the suit.
Lets say that you buy a new car for a friend and you put a sign on the car saying "happy birthday Fred, come get your new car"! Can anyone then pick up the car and take it legally? According to this video If you put the car "out in the open where anyone could find it" or " It makes no difference if the car was on the curb, the sidewalk or even on her property, her CAR was left to be picked up by someone else, it was abandoned"
