They are not the same. In layman's terms, I suppose you could say that plugins enhance or extend the functionality of the browser itself, and webapps are small separate programs that run on top of the browser. And it doesn't necessary have to cost money; that's up to the developer to decide. I expect many of them will come free of charge just like with Chrome.
