Sorry to ask an immature question here but I am doing the exact same function as you show all of us. When I attempt to stretch my line, it actually cuts the line and moves it and not stectch it. What am I doing wrong in Photoshop CS5.

You want to make sure not to just use the rectangle marquee tool as it will cut and move the image. make sure that you have little square boxes on the sides and corners of your selection and move one of the little boxes to stretch rather than cut.

Well, you don't normally run video through photoshop, unless you are turning it into a GIF.
But you can certainly shrink anything you put into PS. You can make any video narrower in Adobe premiere pro though.
