Rain Dance Mask, you get it after you complete the Pirate Mines level.

i tried doing that but i can't see any cloud by it! also how do u activate the mask? is is holding down the square button?

Go to the generator thing near the the door, there should be a cloud over it. If you still need help watch Part 37.
