No on the PAL VHS HiFi version of the UK movie on the buses the logo doesn't flash like that. Film transferred to NTSC standard videotape produces spurious fringing/crosscolour defects etc and when this is standards converted to PAL this multiplies.

The logo flashes because the footage of the orignal theatrical logo is looped.

The logo flashes bright to dim because of the NTSC television system;it plays havoc with fine line graphics, much like our UK PAL system which causes crosscolour bleeding and fringing on colour borders.

I actually have this logo on videocassette! i forgot i had this tape in my collection. My health teacher taped it back when it aired on CBS on January 1, 1989. He included all the commercials and this very logo. It looked really cool on my 115" projection screen tho :). Awesome movie tho.
