Surah 5:32, is a message for the Israelite and not for Muslims. But Muslims moderate use this verse incompletely by not quoting "Because of that We cecree upon the Children of Israel" as if it was a message for all Muslims. By this Muslims claim Islam being a peaceful religion. Well, the real message for Muslims is the next verse 5:33 which is how Islam expansion were carried out through it history.
