What I've noticed about Shantotto is that she only shines in her higher levels since it's easier to get her higher tier spells. But even with that she proves to be a difficult character to use, and quite ironically easy to fight against. She's still got her pros of course, since I like her enough to level her to lvl100, but I hope they'll give more to her in Duodecim.
