2pac no question about it. People need to actually READ his lyrics and understand what he's saying and I guarantee that their mindset would change. Nas is good I'm not gonna lie but he is no pac. He even said it himself that he thinks pac is the best of all time along with biggie.

@whatupmaaan That's why you have to always consider timing when talking about the greatest. But it's not too much about his style. It's about his passion and messages he sent. Nas and tupac were out at the same time anyway. Nas is better still, but you have to always consider a person's era.
