The Universal Service Fund is broken. Nearly everyone in the country has
access to phone service, and we have more competition and better technology
than ever before. But instead of shrinking as access increased, USF has
ballooned to over $7 billion a year. And when the price tag for universal
service goes up, subscribers bear the burden. USF fees have increased to 12
percent of the subscribers monthly long-distance bill, and may soon top 14
percent.
