It might also remind the dog of when it was a puppy, wanting to be fed by its mother...hoping your toe is a nipple...waiting for lactation to happen.

Its not a sign of it "showing love" its the dog wanting to lick the sweat off of your feet. Ever notice how stinky feet smell like sweat? and a dog is always willing to like salty sweat off of your feet. Try giving the dog a salt rock, just watch what happens!
