The middle ring is definitely a generator. I'm pretty sure its a Westinghouse too. There are generators about this size in Wilbur Dam in Tennessee that are rated at 5MW. Westinghouse horizontal generators of this era and speed had all of the open slots ran around the outer edge of the stator. GE at the time and specs had large oval holes around the outside face of the ring.
This is a Steam engine, early 1900's i spose, maybe older, used in all sorts of applications, ussually something like this would be for running a water pump to keep a mine dry, or for running equipment at a mill
Its a Corless driven Westinghouse generator. would be nice to see more of it!.
judging by how slow it is moving they may be turning it over with a electric motor for show?

that middle ring looks like it could be an alternator, so this engine could have been used to run a pump, and generate electricity also
