Im saying that people being deterred from healthcare does not supercede the overwhelming majority of people who use and don't pay back into it. Deterrance is not keeping the government from spending millions of dollars a year on non-reimbursements. Your point has nothing to do with what I've stated. Tens of millions of people use the healthcare system through emergency care, half of whom do not pay it back.
