I was there recently and those fantastic musical fountains for which Barcelona is famous were dry. A minor thing but a sign that they're in real trouble.
Terrible planning is the reason! One needs to look at the construction industry that has boomed in Spain to realise the exact problem with planning - the attitude is as if it is a bottomless resource.
