Economic intervention from the public sector in the form of government spending is how you recover from an economic crisis which is the direct result of corruption and inefficiency in the private sector. Once unemployent reaches it's natural level, which is around 4%, then the government can stop spending and focus taxpayer money on decreasing the national debt.
