  • How long should an immigrant student be taught in their native language as well as English? What is the incentive for that student to actually apply themselves to learning English if they are given the opportunity to "get by" without it? Why does every administrator immediately insist that the answer is more money from the Federal government? Why not hold students and parents responsible for ensuring English proficiency? Past immigrants learned English; what happened?
