Notice that the song is sung in Chinese- if you define Folksong as 'Song of the people of that particular region', you cannot be more wrong- 王洛宾, Han Chinese, adapted an Uygur melody to this song, so, no one is stealing anyone's culture, and, if anything, claiming this as Xinjiang is Uygurs stealing Han Culture.
