I understand the car stealing, theory: he was stealing cars for black ops, they wanted stolen cars, ones that do not have civilian issues plates, hence military, hence dealer plates. That then explains why he was allowed to do this, and the case was dropped, it's like Obama with the fake birth certificate, if you're a loyal agent, and they value you, you will walk. What about that Governor that just pardoned all his wardens from the state house, what did they do for him to deserve those?
