This is a lil' GTA IV PC gameplay on my rig. Performance was an area which GTA IV seemed not to levy much attention to, though with the arrival of the Catalyst 11.6 drivers, the trend seems to be changing for the better. My PC SPECS are:
Intel Core 2 Duo E6750 @2.66 Ghz
XFX Radeon HD 4650 1GB GDDR2
Kingston 2GB DDR2-667Mhz RAM
P.S: I dearly apologise for failing to acquire a proper camera position to cover the complete monitor screen which would have revealed the now highly obscured FPS counter. Naturally, I feel it is my job to fix what I very well broke. The FPS are between 20-25, though the hideous past still flashes at moments when FPS go down to 15 or 18 for no reason. But hey, we are talking about playability for MOST of the time. Expect to get even more performance with further driver updates and patches. By the way, the game has been patched to version 1.0.7.0.
Those who failed to acquire the in-game graphical settings used, relive the first few seconds of the video and lay waste to that mystery of theirs. AND lastly, I regret not being a terrific evader of the law :-P

You can expect the price to be around $70, yeah, but I would be more interested as to why would you not be aiming for an Intel Core i3-generation CPU.

A Core 2 Duo E6750 processor would be more than enough to sustain your purpose, then :)
