To use Hi-Ougi:

1. You must be Level 45 or above
2. While in Overlimit, press the attack button (O by default) while performing an Arcane Arte (Ougi) or a High Tier Spell
3. Exceptions to rule #1 are Suzu and Sheena; you need to fulfill their personal quests to unlock their Hi-Ougi

@jzc11024 That's only for the Descender. For the Tales characters it's still about Level 45

@perso4456 Actually in Radiant mythology 1 the mystic arte can't be learned until you MASTERED EVERY SINGLE ARTE. Mastering is when you perform every arte 50 times, Radaint mythoology 1 isn't based on what level can I use it , but it is when you have mastered all artes. And after mastering you go into overlimit by L+R and perform a ultimate arte while holding down the "o" button. It takes forever to master all the movesLOL.
