That's a Burt Rutan designed homebuilt, either a Vari Eze or a Long EZ (wikipedia them both). They're fairly common where I used to live in Denver/Boulder CO. The canard design was originally thought to be safer than a regular design, because the canard would stall before the main wing, dropping it back down and flying again. Such was not the case
