@aeris44 but why didn't the nieghbor appear at the end of the movie like the rest of them? why would the neighbor be riding her bike in a cyclone and not the other people from Kansas transforming into their Oz alteregos? that's why i think it's the witch of the east, plus the other points i made.

It is the wicked witch of the east, her shoes give off glints showing that she's wearing the silver/ruby slippers and her hairstyle is slightly different.
