Place to catch Acela going maximum speed is in southern Massachusetts and Rhode Island. This is still a cool video, as the Acela is probably going between 100-125 mph.

Earlier this year I rode the Amtrak regional from Philly to Washington. I had my GPS on and it was working, showing my speed. Max speed I saw was in northern Maryland, going 124 mph.
