I have a hunch that the times when it runs smoothly it may be running at a multiple of 1200 RPM... Maybe exactly at 1200 RPM. That works out to 20 turns per second or a multiple thereof. Can you check if this is true? if so, then it works by picking up on stray VLF EM from nearby 60 cycle electricity. which, although not "free" energy it is still an effect worth learning about.
