How about China decides to give the people of Tibet a new homeland? Let's say, Washington state. And they bring in millions of Tibetians, to live in their new homeland? The problem would only be, that the land there already has owners. So, there is no place for the new inhabitants. So they need a war, and false flagg attacks, and hunger tactics, to make the world think, the old inhabitants of Washington state are terrorists.
