He didn't really speak english that well it's probably a miss translation, but I'm sure what he is saying is that you don't have to continually spend money for it, voltage is a measurement of energy but you still get electricity from kinetic movement. @Mr420Panda Sure you can CONVERT energy but you can't CREATE it. If the claim in this video is that more energy will come out of it than goes into it then it's a fraud. The kinetic energy in an alternator comes from the engine turning it & the energy comes from the fuel in the tank.
And voltage isn't energy. You can use a step up transformer to get 10,000 volts from a 12 volt supply but that's not making energy, the current in the high voltage side will be much lower to give less output energy.
