Why dont they just put decoy ships that look like merchant ships? Then the pirates will get the message . If they start attacking decoy ships and get kind of blown out of the water then the word will get around. Just fight fire with fire .

Take the fight to the skies.....send attack helicopters and if they spot any tiny speedboat with a .50 caliber machine gun, blow it up. Also, since we know what ports they are using, blockade those and set up a checkpoint.
